Bob Cock comes to mind, but then I heard that this album was about either the nineteenth or twentieth century (e.g. going over Niagra in barrels, Camelback Cinema) so maybe it refers to a different person specifically. Could also be about the ups and downs (or highs and lows/comedown/hangover) of a party, drugs, or life.
This song is the same track on Brown Album and Rhinoplasty... Just thought I'd share. Also, I don't know how this song ties into the nineteenth century thing, I just think it's about what Bauds here said. Although, knowing Primus, there is probably much more to this song than meets the eye. A great example of that is Mr. Krinkle.
I read somewhere recently (the bullboard I think) that it's about the character Bob Cock's overdose on cocaine, and his subsequent life in heaven. If so it could mean that there are many pleasures in life, we're only mortal and some things carry a lot of risk, so be careful and stuff.
