To me the song seems to be a glorification of the fall of Roman Empire.

Destruction is a form of creation, so through her (Rome personified) demise she lives on.
In a historical standpoint the song could also be a reference to the Great Fire of Rome, it completely destroyed four Roman cities and the fire itself was to have burned for five days. The fire took place during Emperor Nero's reign.

Its about the last emperor of Rome, Nero, during the Great Fire of Rome. The decay part is about how he was, I guess you could say the worst emperor they had. That this was the beggining of the end of Rome.
