This is a very interesting song, but I don't think it's exclusively about R. Budd Dwyer, I think the fact that the title of the song is a memorable line from Scarface is more than just a coincidence.
For one thing, FNM did a cover of the theme from Scarface during their reunion tour, so they're definitely at least aware of the link. I think this song is about paranoia. This is represented by Budd Dwyer', a man who went from being a respected politician to killing himself on live TV, and Tony Montana in Scarface going from a drug kingpin where the world was his, to his entire world falling down around him and ending up dead in a pool of blood in his own home, due to paranoia leading him to make the wrong decisions.
The lyrics "oh, What I would give for your eyes/I've Seen it all before You'd never blink again Seen it all before" reflect the theme of paranoia brilliantly.

Its definetly about Budd dwyer. the guy who shot himself in a live press conference. thats the sample they use in the song.

Yeah definately, i reacon some of their rarer songs are some of their best. like this one. i love the 'aim fire' at the begining and the elephants it reminds me of a military campaigne which kinda ties into the 'world is yours' idea. its pretty unrelated to the rest of the song though

Interesting it's about Budd Dwyer. However, everytime I hear this song, I think of James Bond. It sounds like a theme to a 007 movie. I even picture the montage video during the credits while this song place. Plus, the title itself sounds like the title to one of the 007 themes.
