It sounds like it might be about a too-heavy acid trip, but Zappa didn't do drugs, and this doesn't sound especially mocking. I'd be interested to know what he had in mind when he wrote these lyrics.
The frog reference suggests it's about what might happen in a girls mind when approached by an infatuating guy. The chorus is sound advice to anyone in any situation, really: "You can be scared when it gets too real But you should be diggin' it while it's happening 'Cause it just might be a one-shot deal" :D
I've thought some more about it. I can't rule out that the words are directed only to the female listener so maybe the lyrics are more about not being stuck up about casual sex and practicing it safely - "with his satchel in his hand" "And see if he's brought along a little bag for you".
