I think it's "That strange sermon he gave accepted determination into rape" I'm not sure but it's definately sermon and I think it it is just "confession", not plural
and it's "clinic outside of town."

He's been acting out of sorts, 'that strange sermon he gave accepting germination due to rain' That is what it says, because...thats what a sermon would actually be about.
There are other mistakes, but I am sure you will see them when you look again.
I'm thinkin' her name would be "Jeanie" not Genie, that's a mythical spirit.

Actually, it sounds like he says "Picketing the clinic outside of town".
That would actually make sense since there is a very subtle abortion theme running through the song with both the title of the song as well as the very last two lines which could be interpreted as Father Cole telling her that she has to get an abortion.
Jeanie or Jeanne are acceptable spellings. I agree that the lyric is 'picketing the clinic', I hear it as that but I'm not sure why I didn't correct it before.

i'm pretty sure it's "father cole", not "farther cole" since that is the correct religious term and it's clearly what he's referring to...
This song is pretty straight-forward, I think. Father Cole "consoles" Jeanie after her boyfriend leaves by having sex with her which is evident in these lyrics:
"Father Cole has done his best to console her girl. Moreso than some neighbors deem necessary".
Father Cole has raped 12 girls whose boyfriends have left for war, as Tim writes in these lyrics, and his new sermon implies that abortion is alright if the girl has been raped, because obviously, he doesn't want 12 little kids running around under his name.

Father Cole gets Jeanie pregnant but won't believe it when she tells him. He demands that she have an abortion ("you can't conceive such mortal sins") and that she not tell anyone ("what happens in confession stays in the confessional").
