The first line, '"Flow my tears" the new police song' echoes the title of the Phillip K. Dick book "Flow My Tears the Policeman Said". Phillip K. Dick is known to be a direct inspiration for several Gary Numann songs, especially on the Replicas album. In a major coincidence, Ridley Scott would choose to call the androids in Blade Runner, which is an adaptation of a Phillip K. Dick book, "Replicants".
