Seems to be about him watching a girl dance. Dunno why he calls her black eyed Susan. Very nice song though. Love to listen to it at night.
Alot of the lines in this song would indicate the girl in question is a junkie (young veins collapse, not something thqat normally happens when dancing). One of the few PW written songs since Within Your Reach to use a synthesizer of any sort.
Black eyed susans are also wildflowers. That metaphor works here too. I do get the point re: there being an element of addiction in there too.
