It's definately about missing his girlfriend.
He probably spent a summer down at the Jersey shore ("boards" meaning boardwalks, "i took ATLANTIC home tonight" meaning atlantic ocean) Okay, so it could be any shore on the East coast, but I'm from Jersey so I assume.
So he was at this nice vacation place without the girl he loves, and even as much as he wants to enjoy the beach and the boardwalks, he can't because he's not with her and he misses her presence and can't wait to come home.

...I hope it's not about his dog. In the beginning he says "I try to CALL but the reception here is weak" So I hope he doesn't try to call his dog. And I don't know if you're a girl or guy, but girls hair gets stuck everywhere. I am a girl, and live in an all female household, and I always find stray hairs on sweatshirts or pillows and in this case, suitcases. And "waiting by the door" doesn't necessarily mean wagging a tail staring at the door. It could just mean he hopes she's there, waiting for him to get home and be excited to see him after being away for so long.
