    I'm not sure I'd go so far as saying he thought the US government was directly involved in 9/11 from that quote. It's more that the people created the conditions that allowed it to happen. Or, if you want to get really deep then it's a reference to the belief that we are all one and therefore did it to ourselves. I wouldn't go that way though.

The movie (and the lyrics, although more obliquely) are about bored, rebellious youth with nothing better to do than get into trouble. If you see the movie, these lyrics will make more sense. It's a great movie if you grew up in the 70s/80s you'll definitely remember some of these characters from your own life. Fun fact, after writing the song, Van Halen decided not to let the movie use it.
