I think this is about looking beyond what's right there in front of you. Looking past the clouds to see the good points. The silver lining. He's also talking about his love for London. It's cold and wet (so I've heard) but it's his home and he loves it for that. Just my thoughts... xox
I saw him live and he said that he wrote this song about his girlfriend because she made him miss London. Also, makes him see things in a more positive light. You know, how London is known for being rainy and gray, but with her he can see the beauty of it. It's pretty sweet.
On the DVD to catching tales he says that this song is about how his girlfriend doesnt apriciate how beautiful london is and even though its usually gray and overcastic it has its own beauty in those gray skies -peej

This song is so romantic; I adore everything about it. The lyrics are so poetic, and the music is heavenly. You really get that Jamie is an optimist, and appreciative. Rain and clouds are typecast as ugly, but Jamie sees the beauty in them.
I especially love the line in the chorus, "You know the sunlight always shines, Behind the clouds of London Skies."
During a concert, I heard on TheJazz, he said he loves London even though everybody is complaining about the crappy weather. He wanted to write a song that makes people feel good about the crappy weather in a poetic way. He said he lives (or lived, i don´t know if he still lives there) near Notting Hill. Every year they have the Notting Hill Carnaval and that´s when Notting Hill looks a little bit like Rio de Janeiro. That´s why he threw a little bit of Carnaval in the song. And then he added: just to confuse people he wrote this song in Paris. I think this song, not just the lyrics, is a good summary for this album. It shows a little bit what the album is like.
