Could this be a reference to Bert Jansch? He was a folk/blues artist who started at basically the same time as Donovan. He was also a prominent member of the band Pentangle. I always envisioned the title as some sort of nod to his music but I've had no grounds for believing so other than the name Bert.
I'm not really sure what the meaning of the song is supposed to be, other than what is obvious. I just love the image this song creates in my mind, and the feeling I get when I hear it. It has a personal meaning for me. This is my favorite Donovan song ever. "Seagull flies across my eyes forever" - means to me that I'm always going to live near the ocean :)
