Sounds to me like a song about the death of someone who is tying up loose ends before they die, cuz they know they're dying.
i think this one is about realising that you have lost someone who you've loved, but not wanting to admit that it's really over, and then wondering if someone might be able to love both you or them more, but still holding out hope that it's not really over which is why it's question,
