About a guy that goes to find a girl that he likes but she isn't there but he keeps trying and trying. He is in love with the girl and they were very much alike and he's not going to give up until she finds her because he wants the rain to end (as in he doesn't want to die) and he wants to stand and never give up.
Anyone else here catch the underlay at the end of the second verse? He throws in a line from Keasbey Nights at the same time as the last couple lines "But I don't care I'll follow her to anywhere" You can hear faintly "But I don't care I can fade away to anywhere don't stop cause you might get dropped" Thought that was interesting.
Ha! I knew I wasn't the only one in the world who heard that. I played the song over and over and over and over, trying to hear what he was saying. I was so happy when I figured it out, I called my friend who had originally introduced me to Streetlight. :)

This song is about a girl he know who kills herself. If you follow along with the lyrics it makes perfect sense. it foreshadows death from the very beginning, mentioning "someone there who mentioned that they hoped that it would rain forever, forever, so they could drown in peace."
he hears this on the way to the girl's place, and when he gets there, ringing the doorbell "forever, forever" implies that he could literally ring it forever and she would never answer because she's gone and can't come back, and that's why now he's sad all the time.
"Today was the day but she threw it all away" this line is the differentiating point between the song being about suicide and just being about not having a girl. it doesnt fit with the latter. He can't understand why she did it because he saw them as similar people, trying so hard and never giving in. The difference is that ultimately, life got to her and she did give in.
