Not the best song on this (sadly overlooked) album, but lyrically enjoyable anyway. I think this is P.S. dealing with a problem in his life by making fun of it.
Merits comparison with The Pop Singer's Fear of the Pollen Count (Divine Comedy)
Heard this song contains a reference to his (ex) wife Carrie Fisher. Maybe this song is a way to try to explain some of the difficulties in one's life...must have been allergic to it.
