I get the feeling it's about a girl who died that the singer used to love...He'll appeal Hell to get her back, and if not then he'll die and be with her after death...the wedding with bodies in the sand. At any rate its very emotional with some anger and regret.
My first impression was that it was about being in love during a revolution or civil war. "Hell knows that I'll appeal/How you lost your smile" makes it sound like the circumstances effected their relationship. The lines "And the earth shook with the sound/Of clicking boots at killing pace" and "A right to use force is a party/(in its own right)" make me think of military force. The part in the song about a dead wedding party in the sand brought to mind all news stories from the Middle East about bombs going off during weddings. I don't know if I'm close at all but this is a beautiful, anguished song.
