I'm not too sure about the meaning of the song...but it's definitely a great song as is the whole of the new album.

This song would have made a WAYYY better title-track than Come Clarity IMO. The title, anyway.

Perhaps it's about poverty?

The disaster story is poverty. The "usual sort of desperation" refers to how it's pretty much the same everywhere. "Characters remain the same" is about how poor and homeless people are all nameless and faceless and usually mean nothing to others.
"Never cut you out. I cut you in. Feeding on life leftovers I am writing to you"
Not sure about the first line. The second line is how the poor person remembers his past accomplishments and that's what gets him through day by day. The third is him going to someone or someplace for help.
"You should realize, It hurts me too."
The need for help hurts the poor person's pride, even though people never consider it.

Poverty sucks ass and noone gets out of it, so "the struggle is infinite".
To me, the song sounds like it's talking about being in a relationship you can't (or won't) get out of.
Instead of cutting them out of your life, you cut them in. This could be either self mutilation, or a metaphor for 'internalising' the problem and making it worse.
And since no one actually cuts the other person out, they're trapped in a relationship that won't end. "Characters remain the same" and "the struggle is infinite".
