she loves him so much but he's just using her. she can't stand it, knowing that he doesn't really care like she does. but at the same time, she can't stop loving him. she just wishes he would change & love her back.
i was in a relationship like this recently. "how weak is that / wish i was worth it, to you" the speaker is in a relationship in which she loves him, but she knows he doesn't reciprocate that love, it seems as if he's just using her for sex. ("i'll undress if you need it, but please don't need it") she knows that he won't be there for her in bad times ("review my wishes, for fair weather...") but still she stays with him anyway and accepts it. very sad.
she really loves him, and he uses her. even though she tries to walk away, she is too attatched to him and she knows that anything he asks of her, she will do. it sounds like"he" may have a grilfriend or something, because it is implied to be a secret relationship. she feels weak and ashamed of being the girl in the shadows, but knows she loves him too much to not be,

i agree with everything everyone's said, but i came up with my own interpretation of the second stanza:

i agree with the "don't tell" comment. "weave a secret" - basically, do what he's been doing.. abusing and using. "i will sweep it/beneath the carpet" - she'll brush it away, just like everything else. "where you'll keep it" - he obviously has no problem doing so.
it really is a beautiful song.
this song is so cute. she sings it so well. i love how most of their lyrics are about being used but loving it because she loves him. its so relateable to girls.

my take, is that this is about a "don't tell" relationship. she's being used, but is too naive to walk away & she loves him; he has her wrapped around his finger like a "puppet" it makes her feel worthless.
