Here I'd like to reiterate what I've said in my previous comments of the other lyrics from this album. You have to analyze the songs bearing in mind that this is a conceptual album, inspired by the prophecies from Nostradamus, which means that it has its roots in the occultism.

I think it's clear to everyone. Most people live in an automatic mode, whithout even reflecting about the meaning of their lives. And he end's the verse with a reflection: why are there rules at all?

"One more to count in Wake up the mountain All colour's slowly Turning to gray All world is darkling Wake up the mountain And we will find it once more again"

It is not really clear to me, but IMO, he means by waking up the mountain the fact of reaching a state of absolute consciousness. One more to count in: one more person is reaching his plain counsciousness, while the rest of the world is turning to gray.

"We made the rules and we can change them Break down the orders one by one We made the laws and we can break them Break down the mountain, stone by stone by stone"

By breaking down the mountain, you will built a new one, without its old suffocating rules, that limits the abillity of the person of reaching its plain consciousness. That's what he means, IMO.
