Apparently Rocky was a homeless person who stayed across the road from Paul (Noonan - the lead singer) when he lived in Smithfield, Dublin.
The story goes that one morning he came across him and he had 'pulled' (i.e. he managed to bring some girl back with him), which led Paul to imagining how the conversation between them might go.
The lyrics are absolutely amazing:

How lyrical, how beautiful - it reminds me of Yeats so much - a complete romantic dreamer (and it even has a nice Oscar Wilde reference in here too: "And from this gutter we're still staring at the stars")... fantastic.

It's about two lovers. Sort of a Moon River, two lost souls, type thing. They both have their ups and downs, but when it comes to being with each other, they can be happy together.
They're both obviously depressed at the hopelessness of life. Both have alternate verses in which they express this despair. Yet when it comes down to it, they're hopeful with one another.
Rocky tries to comfort his lover with romantic ideas of being stars while the she is in a cynical and hopeless mood. His lover offers the same comfort to Rocky when he has those same feelings.

I'd heard the same thing meandmymonkey and heard, I think it's such an amazing song to get from something as sad as a homeless person finding a friend.
I love how he uses the stars in this song and the line "I'll shine for you" almost suggests that every star is someone taking care of another! it's a great song and so sweet!
