Obviously, this is about Communication.

I think the translation he speaks about is not one spoken language to another but the problem with any spoken language, that if you try to translate your feelings and emotions into words, no matter how hard and poetic you try, you never quite get it.

The "vibrations of a string" that "become a sound" are the vocal cords in his throat that form the words he speaks. And these words come "from my heart to your ears".

So he is talking to someone trying to explain his feelings, and realizing it won't work he has to admin that to much gets "lost in translation". But still, whatever it is he says, it is something sad, cause his word make the recipient cry: "transforming words to tears".
