I think this song is about someone who is going through a hard time in life. All their troubles are finally piling up on them and they want to believe in God. Maybe they've seen others who are happy despite their problems and want this feeling to but just has so much trouble actually believing.
It sounds to me like he's writing from the point of view of someone who feels they've let God down. He feels guilty and is struggling to change.
