She said on Behind the Music it's about her mother and the abuse she put her and her siblings though.
I think Sinead is talking about England in this, England is the mother. I think she's also speaking of the Irish Famine that caused thousands of people to starve to death. Maybe the "change" is that many Irish people are learning their language and their history... and they're doing something to make their country their own. Who knows though, that's just my opinion.
i saw it on wikipedia too. after her parents divorce, she went with her mother and there they were physically abused.
