Yes I think this is about drugs....
Maybe it's like how some mothers want to stop their babies from crying, they try everything, the the mother in this song gave the baby something she shouldn't have...

I think again it's about the mother that was on drugs during her pregnancy and now the baby is born with the addiction and her "milk" literally or perhaps her feeding the baby drugs.
And as things progress worse with the baby, she relies more and more on the "medicine jar" to get away. And she "Drowns...in a medicine jar"
