I just think it's about human nature and the constant battle between good and evil that goes on between us, even back to the days of Eden. When he says "I'll see your heart and I'll raise you mine" I think he means each side is pushing to get their nature, their heart, higher than the other.
this song is simply paul playing around with a story of the euphamism of the angel and devil over someones shoulder (generally representing moral sonscience) playing poker and falling in love
i'm probably wrong but my first impression is that it's about some girl he loves, the angel, and a friend of his, the devil. Before his eyes he can see them falling in love and he resents his friend for this but he's also a little hurt by her, hence "i can't tell which from which".

It reminds me of when you're starting to see life for what it really is about not the simple one that was black and white when you were a child. You want to go back to simple life but it's not that easy. It's all a gamble and sin and troubles are there with the good times. It's a song about missing the innocence of early years.
