I haven't thought about the whole meaning, but I do love how the delayed delivery of "eye" in "peaceful as a hurricane....eye". The conflict between the violence of a hurricane with the peacefulness of its eye is beautifully done. It's a great use of music to express it.

This is a song that I'd love to see annotated by Simon. It's such a visceral song that evokes a very colorful story, but I'm sure it's chock full of metaphors, which I can't quite place. I do know it grabs me in the gut every time I listen to it and it's my favorite song from this particular album.
