I believe this song is a commentary on the inflated egos of those that desire to be powerful and great.
It directly references the Egyptian pyramids. I think the fetch more water & fetch more sand parts are a command for the people building these pyramids.
It makes a parallel between the pyramids and Empire State Building. These structures were used as a sign of godliness then as much as they are today.
It's possible to interpret it as being about growing up, but like puzzud, I hear it as being more about the darker side of ambition, which can arise from feelings of inadequacy ("they just remind me of how small I am") but can turn into a kind of insatiable monster. This person wants to be not just tall, but the biggest person in the land, and even then will probably not be satisfied or at peace. The discordant synth sounds in the outro to me suggest something grotesque and unnatural. The imperious commands to "fetch more water, fetch more sand" imply using other people to serve one's own ambition, and overusing resources, which could be a criticism of civilizational and not just individual excesses (although on the other hand, the message of Blind Youth that urbanization is not entirely a bad thing in and of itself sounds sincere to me--- building in order to live collectively is not the problem.)
It's about someone who simply wants a bigger role in the land. It could also be about growing up.

I think it is about growing as a person. There are many ways to grow and become bigger or taller than the present. The pyramids are ancient and the Empire State building represents a more modern growth in human history and technology. We can all grow as people, which can be referred to as a "growing art." It\'s a fantastic song, filled with imagination and possibilities for becoming more than we are.
