I think it is about having nothing but still finding a way to be happy anyways.
I’d say this song is about capitalism, the ring leader (corporation) is demanding that everyone just keeps playing along with the system; the minority is refusing but eventually he’s silenced by the masses.
I think this because of the line ‘where’s my milk and honey’ which references the children’s rhyme in which the owl and the pussycat sailed off with milk and honey wrapped up in a ten pound note. The minority realises they’re being coerced and stolen from, he realises that all this clapping along (buying products) isn’t helping with his loneliness, he realises that he’s been left distribute, but can do nothing about it.

Every time I hear this song it feels as if I'm in a giant circus tent, haha. The mid-section is the best, with the ringleader enthusiastically encouraging everyone to "CLAP YOUR HANDS!!!", but we have this one guy who is trying to change the subject and make every excuse not to, ending with a line that trails off as he is probably turning to walk away: "I'll just wait....awhile..."

the song structure seems to be a captain and his crew, though the lyrics are those of a crewmember embarking on a "grand" voyage, heart-of-darkness style
love the mid section too.
