quite nice interpretation, though some parts i'd make out otherwise, for example:
"bring the cautionary tales to reactionary table"
"the angry bear" (instead of angry bed:)
"for their buddies and their babies and their hometown pushers"
and i always understand "i mean" instead of "have been" in the chorus, but of course, your interpretation makes much more sense. though the lines "i mean living in this world / i mean eating in this world / i mean breathing in this world/ rain on, rain on, rain on" affect me much more, it's like all the chaos and absurdity of the world is being conveyed through this chorus. i always listen to it in a volume that's going to rip up my eardrums :)
anyway, The Golden River is a masterpiece, one of the best records i've ever heard. i keep listening to it almost daily since i discovered it, and it has been for about three months now! :) i just can't understand, why such an amazing band is being so overlooked. no hype like around their canadian fellows Arcade Fire or Wolf Parade, though i think they're much bigger... there is so much awesome music coming from Canada nowadays, i think i'm going to move there :)

this set of millionaires that burst the tale and ripped the hair the final fate of lies, dear the final fare and sail
as far as i can tell, this song is about modern industrial society ("millionaires who constructed the fine bolts and put the buildings in the air"), themes also found elsewhere on the golden river, like in "one in six children will flee in boats."
the plight of the millionaires may make a good story, and they may have made seemingly great accomplishments, but it serves as a cautionary tale, as it was always destined to fail. no one does or can do anything about it; even people who are passionately opposed lose heart ("the praxis breaks the angry bear"), and some live their lives within the system, not necessarily agreeing with it, but doing nothing to change it ("the lover in the wood lives on common care"). billy goes around glorifying this system and spreading his propaganda, preventing people from thinking on their own.
it may be frustrating, but in the end it all has to break down, and at the very least it can serve as a warning.
to me it's clearly about another songwriter. named billy. given mercer clearly wishes this billy would shut up, and given the song is full of references to hair and millionaires, is there any doubt that it's billy corgan? who hasn't wished for billy corgan to just stop, already.
