pretty much exactly what it says. chick maybe had a party. no one came cuz of the snowstorm. finally one dude shows up. she invites him in to drink all night.

The hostess tries in vain to spark a conversation with the subject. Trying to initiate some small-talk, she talks about the weather, asking him about the driving conditions, (humourously?) observing that he looks like he could use a drink, however the subject remains distant and pensive; preoccupied by something. His despondance suggests that he didn't come to this party looking to socialize. Shrugging off the hostess' "bullshit", he seems focused on drinking, on an escape.
I heard it was about a real party that Paul and the band went to sometime in 2001 (at least around the time the band was formed). They were the only ones who showed up and just drank all night. Guess it just turn out to be some great lyrical inspiration for him.
