One of my favorite Belle and Sebastian songs. It's shorter and fluffier, but the good sort. I love the insecurity - the way he obsesses, yet can acknowledge that he doesn't know anything about her.
I love this song and I totally agree with you it's a bloody sad song it really makes me sad when at the end of the song he's thinking about this old day,when he could have seen her but he didn't and all along the song he hesitates,he doesn't know what he feels: maybe he's afraid of falling in ove with her

no idea what 'wooskie' means, but i think the song is about the alienation you feel in the winter, stuck indoors, with the window being your only connection to the outside world...
he sees this girl from afar, but his only connection with her is in his gaze through the window/video camera. she's all bundled up, so he has no idea who she is. but he imagines she is waving to him. in the summer, he fantasizes about this mystery girl, who he spotted out in the snow...
According to Urban Dictionary, "wooskie" is a slang term meaning to set oneself up for failure or embarrassment. I think it fits with the song. Also, I want to minorly nitpick on the lyrics and suggest that he's saying "Maybe that's enough OF that stuff." The guy thinks he's in love, but chickens out and writes off the entire idea of love.
I think the song is about a girl who seems to be giving some hints to the boy that she likes him, but they're not strong enough for him to tell for sure. The girl probably likes him too, but she's too defensive to show him her true feelings. She opens up a bit but then "hurries back so fast". He keeps replaying that "waving" scene in his head wondering if she is interested. The boy doesn't really know her, but feels insanely attracted to her for no particular reason and keeps imagining what kind of person she is (I made a film/I made it through the window/But who's that star I cast?).
