This is a beautiful song. I'm not sure what it means. But I feel it is about how people are losing faith, and how people are depending on God too much for the answers. Just a guess.
In my view, this song is about God pondering the extent of his omniscience and infallibility. He admits He doesn't recognise the characters of the people He's addressing (or at least, isn't sure whether or not He recognises them), and worries about not having all the answers.
