I agree with ed_vedder, I think this song is about people dying at a young age. The first verse could be about a homeless person who dies for obvious reasons. The next verse could be about a drug deal gone wrong and one person got shot, a person commiting suicide, and someone else surviving a gun shot but not remembering anything so they're life is essentially gone anyway. I think the 50,000 names engraved in stone are about war. As for, "Most of their family and friends are still alive and doing time" could be about the family and friends still mourning their loss.
That's my two cents anyway.

Wow. Sorry, this reminds me of something that could've been off the Down on the Upside album, replacing Tom's mad guitar skills for Kim's more mellow guitar.
As for the 50,000 names etched in stone, that could easily be the Vietnam Memorial wall in D.C. since 58,000 died in Vietnam War. It could be any war memorial though. I don't know, I kinda think it's clever, but I like it whenever music puts historical facts in their music.
Yeah, that line reminded me of the wall for the Vietnam Memorial...the rest of that verse kinda makes it sound like people going off to war.
This song is clearly about people dying at an early age, not necessarily at war, but everywhere. The only part I dont understand is the part where Chris sings

Your Time Has Come was inspired by '80s song "People Who Died," an emotional salute to the casualties of New York drug culture written by poet and singer Jim Carroll. CHRIS CORNELL: "It's a bunch of references to people that I knew that ... were younger than me who've been dead for years and years, up to a couple of years ago. And then just kind of that juxtaposition of, even though it seems a lot for one person, a young healthy person, to have lost all these friends through various means of stupidity and other things, then making reference to the Vietnam War Memorial and the sheer numbers of dead. And remembering that and pointing out that each one of them has a family, each one of them has friends that are sitting around thinking about the same stuff that I did. But the numbers are astounding and, in a sense, kind of criminal. And that's what the song's about."

yeah, dis song is about dying before ur time as in dying of natural causes. if u read properly, most of the deaths are somehow caused by people and therefore not natural.
