I always figured it was about about a socially-phobic guy being uneasy when meeting strangers.
Actually, this song is about a spider. This is a great song, and a new step for weezer. I love the harmonica in the bride.
Brian said it was about a spider in an interview, but I think he was just messing with us. It seems to me that it's just about meeting a sketchy looking person in the city at night and being freaked out, and then later realizing he's actually a nice guy and feeling bad.

and i can really see how jasonporter16 can infere it's about a spider but is there any concrete evidence to it such as river's quoting or something.

the lyrics aren't great, but the way this song sounds is hypnotic. there's no reason why it should've made me cry but it did.
this is my favorite song on make believe. i have heard it's about a spider also, which i think makes the song hilarious....and it makes sense
Save for the 'can i buy you a drink' line, the spider thing really makes sense. Even if Brian was "jk-ing", I wouldn't put it past Rivers to write a song about a Spider.
I may be entirely off-base here, but I think this is a political song. There is nothing in the lyrical content to verify the fact, and I wouldn't expect Rivers to write something so transparent anyhow.
Regardless, the first time I heard it, it struck me that it was about prejudicial treatment of middle-easterners in North America, and also at the same time about what the U.S. is doing overseas. The following verse stands out: "did i hurt you are you ok can i buy you a drink ah ah ah ah ah ahhhh whats the world coming to" Its just a hunch, however. Don't take it too seriously.
I think the line "i know you dont mean no harm" safely excludes this from being about middle easterners.
