For me, Smith is warning (as he always does) about generalised, low-level creeping inhumanity. The song is an attack (as always in Smith's songs) on hatred.. 'The Nazis'= the violence of 'Shooting an Elephant', the Orwell story. The mindset which used to underlie European colonialism and now underlies other violences.

Kind of like Floyd's Another Brick In The Wall. How the daily grind and our so-called superiors cause normal people to break down and act like baboons.
I feel like there could be literally no meaning to this song, other than Mark E. Smith wonders "Who makes the Nazis?" I'm probably being a stupid ass though.

He is pondering the general question of what breeds ignorance, fear and racist paranoia. Long-horn breeds shows that he views hateful people as evil, aka baphemets. He curses the mainstream media and societal pressure to conform and not question authority as the main culprits. This songs should have squashed any rumors that Mark E. Smith was a racist or bigot, due to his misinterpreted lyrics in The Classical." The lyrics are amazingly metaphysical/philosophical, and the beat is sick in this song!
