oh yeah i forgot to say that the way this bloke walked reminded jones of how charlie chaplin walked. the 9.15 bit is the time he walked past, and the name-calling bit is about kids who used to take the p*ss out of him, and the rest of the community who were concerned about him being alone at such an old age

Yeah, it does sound like this man's memory was going a bit, and he was all alone etc. At first I thought he'd killed his wife and the police were taking him in, but he'd done it when he was in a psychotic state and didn't remember that he'd done it.
