My interpretation here is that the narrator appears to have made a pact with a ghost: a deceased person who regretted conforming to suppressive societal realities, and wished to explain to the living the real secret to immortality or world peace or something of that sort. Robert Pollard apparently had visions or beliefs about a New World Order, and expressed those visions using cryptic lyricism (theoretically, the ones who survive are the ones who can interpret these cryptic messages).
And, basically, it's no longer about angels or demons. Humanity is acquiring a godlike intelligence that transcends the necessities of "angels" or "demons". These demons will not attack the intellectually blessed people. Animals are not what we think they are; they are reincarnations of people who regret their past lives. But they want to help us learn the concept of self-reliance--that's why black cats always stare at you from a distance, and cross your path whenever you are about to do something...clumsy (for lack of a better word).
