I think this song means that a guy wants to love a girl... to touch her. But he's also afraid to do so, and he hates it that he's "afraid of what [he] need[s] the most."
But he said he was afraid of "Joe" i think its more general then to one girl. The beginning of the song depicts a monkey in a cage, being deprived of interaction (touch). I think its more about being outcasted, and ignored. All he wants is to interact with others, but is so scared to, he just turns away, kicking himself ("How can this be so, im afraid of Joe") Is more like his only friend, who he finds it hard to talk to, but Joe is the same way, and they're always afraid of losing each other as a friend because of something they said.
