I picture a dreary post-World War2 Europe. Perhaps the song writer is reminiscing about the times he had just before the war.

First of all, the instrumental part is just masterpiece, the piano with the electronic sound and Ure's guitar just for minorities, about the meaning, it's just about living the moment because the future is uncertain, mentality from older times

Death in the Afternoon is a non-fiction book about bullfighting by Ernest Hemingway. The song is about old men sitting and remembering their life, and remembering the old times when bullfighting meant the bull died.
