I think he means if you truly love someone you'll be prepared to let them go.
If you love someone enough, you'd be considering their happiness most. If they want to leave, then let them leave. They don't belong to you after all. All human beings really belong to themselves, and so if people want to go, let them go. Don't let anyone tell you want to do. If they are stuck somewhere where they don't want to be, then they won't be themselves and they won't be happy.
