I think this song is making specific references to incidents and such which I sadly dont understand. Like I am sure that "January victim" has some meaning but I dont know what it meant to Chris Corner.

Anyway, I think he has finally found that special someone he has been searching for. He is opening himself to them, ready to give everything he has to offer becuase he wants [needs] them that much.
