I actually think that this song is about somebody who has regrets about their life. they wish they could be free of the regrets like the seagull flies with out any regrets or worries.

Think of the laughter; smiles; silly conversations; music; dancing; etc. Since when do you, of ALL people, wallow. It's not your style. could be about drugs but my thought on this song is that it is about someone who once had it all and by that i mean they had the world in the palm of their hands cause of so much potential and now they have disappeared forever. they are now a Seagull just simply going home.
Beautiful song, one of my favorites from this fine debut album. As kfe2 says, its about a man who is overdosing on drugs and is questioning about his life and is it going to end 'Here is a man asking the question, is this really the end of the world'

Just a song about a man who sees a bird that can fly majestically through the sky into the sun, soaring above all of the worldly cares that bind the man to the earth. The man wonders if the bird knows what he doesn't about the meaning of life and the shape of things to come because the bird can fly so high and see what the man cannot see. The man thinks about how the bird doesn't ask why, but just flies through the sky in the moment. never worrying, even right up to the moment of death. And then the man thinks about his own sadness and all the things that weigh him down on life, and he can find no understanding. But he tells the bird to go on ahead and fly, because at least the bird knows how to be free, even though he can find no answers.
It's about someone that's overdosing on drugs and is about to die but he lived his life like the seagull.
