During the reunion show, one of the Pete and Pete creators (Will McRobb) confirmed that the song is about the end of the world. I think many or most thought this interpretation was correct, but it's nice to get second hand feedback from Mark Mulcahy.

It should open up to the discussion about Waiting for October... but if it doesn't, the discussion is 1 hr 7 min and 36 seconds into the video. I recommend watching the whole thing, Polaris performs at the very beginning and there is some discussion about music and musicians on the show. Plus a lot of Pete and Pete discussion in general. The audio is fucked up though, so that can be annoying when they are showing clips from the show.
It's suppose to be about a crazy guy from Billy Graham Cental Park concert thing, where the guy is preaching outside the event saying the end of the World will October 28, 1999.

I love this song, I looked for it like mad when I first heard it on a downloaded episode of Pete and Pete.
i love the pete and pete episode haloweenie. this is the end credits song. i started playing a lot more 90's rock after i bought pete and pete season two.
