The slurring on the chorus sounds like he has had his mouth frozen with novocaine!
This track is supposed to be like a diss to mainstream rap. Black Thought purposely slurred the chorus as a way of "saying" mainstream rap artists aren't saying anything useful or making little sense in their lyrics while they're still getting paid, which is why the only parts of the chorus anyone understands are "Hm, cut the check/Give it here, don't say nothin'/Just give it here, and don't say nothin'...".
^ bingo. my buddy introduced me to the Roots, and i'm glad he did. this is a brilliant song, a very well done diss at something that pisses me off about mainstream music, especially rap today. they're going on tour, i really want to see them.

superlyrical124 is dead on....but just to add to that, i heard that when they were creating the song they didn't have a chorus yet, so Black Thought was just mumbling something to fill in for where the chorus was. From there the idea must have grown into basically what superlyrical124 said.
