I think this song applies to two ideas: "an eye for an eye" and political revolt. "An eye for an eye" is the idea I firstly get from the song because of the continuous "if he takes something precious from me, I'm going to take something precious for him."
It reminds me of political up-rise/revolution/retaliation towards the government because it reminds me of how the Gov. can take things from you, but they are at the status where they are almost untouchable. And at the same time, what the "mayor" says is what goes. So if he doesn't like the narrator, no one else does; if he feels sick, everyone is sad; the "mayor" has a strong sense of being in charge and easily catered to by everyone below him as well.
Well... is that me or it talks about a... "once again 4 years" mayor?

side note: every president that's been elected in a year ending in zero, i.e. 2000, when bush was first elected, has either died in office, been assassinated, or had an assassination attempt. so there's hope for the world yet! That even further makes me think that it's indeed about Bush; Melora seems to have a weird sense of humor (which I like), and people who've been to Rasputina show's know what I'm talking about. I totally don't believe it when she said it wasn't about lil ole G. W. (or at least some sort of political figure). The lyrics make sense perfectly, every. single. line.
