I feel like the title of the song has a double meaning.
The first one: "The Bottle" is his alcohol/drug addiction and "The Sea" is a place where he just floats around feeling free.
The second one: A bottle cast out to sea is usually a cry for help. He asking for her help.

He is waiting for something or someone to come along and save him from himself.

What he needs saving from...as I said...himself.

He wants her to be there for him as he tries to overcome his addiction...

...but feels like any kind of rehab might be a waste and thinks that it's going to take a while and doesn't want to put her through all of that.
