The song IS about his addiction to drugs which he's over now. It opens talking about his old girlfriend who was cuban and beautiful but very bad for him, and his reference to looking at the world from the bottom of the well is kind of like seeing the light at the end of the tunnel. he's so low already, but he can see what the world is like and where it is, he just doesnt know how to get from where he is to where he wants to be.
Probably about his battle to stop doing drugs.

Addiction battle? The only way that interpretation makes any sense to me is if he's talking about a Cuban cigar. Unless he's talking about a Cuban girl who introduced him to drugs. Which seems kind of odd to me. I have no idea.
You are taking the lyrics to literally. The Cuban girl could just be a metaphor for his drug of choice.
It sounds to me like he was smoking blunts, from cuban cigars, either by first removing the tobacco then adding weed, or using a mix of both since cuban cigars are supposedly so good.
"I sought to lose that cloud that's blacking out the sun" Weed makes you phase out life, blurring vision, and if done heavily blocks out most light except for your very narrow tunnel vision.
"Blacked out thoughts" Your mind does the same as your vision whilst being high, and you think of things that dont matter, but can seem quite philosophical.
Does it always have to be about drugs? Nope, but the only other choices are love or heart break. I chose love here, or a kind of love. I think he is in a situation we all know too well. One in which he hasn't been in love for a while, hence the lonely line. I think this Cuban girl is someone he recently met, perhaps someone who sparks something in him, infatuation. He has been a bit lost and lonely and thats what he is singing about.
That was incredibly incoherent and probably wrong but its a great song so who cares.
"Looking at the world from the bottom of a well" is an allegory to only being able to see a fraction of the world, the big picture.
I'm guessing this is (at least mostly) about a girl.
