When I worked at Old Navy, this song was on the store's soundtrack during the Christmas time, and I LOVED it. Recently, I was watching a rerun of the Gilmore Girls, and RORY WAS LISTENING TO IT. I pretty much felt awesome =)
About the meaning; unrecquitted love? A tough-ish guy/someone who's unfamiliar with love/romance falls for a girl, but she, of course, is hesitant to be with him. Now, he's kind of "angry" with the emotions he's feeling because it's causing him pain ("it's ruinous and true")--since he's not used to feeling love, and the rejection that often comes with it. I think the weakest shade of blue just represents a terrible, glum feeling (i.e. feeling blue?=sad). He's sad and is trying to convince her that he can be a good partner/lover/whatever, ("i'll be tender until the day I die"); she's not buying.

I may have heard this used in a TV commercial for Sherwin Williams paint. Since I was on the other side of the house, I can't be sure what I was hearing coming out of the TV, but I swear it sounded very Pernice. It's a kinda odd choice for a paint commercial, even though it IS a fine song by a great band. Sure got my attention.
