This song can be taken 2 ways if you think about it It takes on a war-like stand point but if you read further into it it could also be about being with someone who just got out of an abusive relationship

I think Burton is talking about how the actions of a government do not automatically represent the standpoint of the people, but how it is the common man, who ultimately bares the brunt. A good example, being the Iraq conflict.

I think its about the US soldiers helping the civilians because they watched innocent people get shot to death by the Al-Qaeda and its also about the soldiers feeling lost after the bloodshed they witnessed
