This song will get you pumped up! The song seems to be about younger folk who mill about with nothing to do, nothing is available to them and so, they form gangs and fight each other.
The third verse has an interesting line. "The floor is law". I think it means when you hit the floor, you're hitting it hard. It won't give and it doesn't discriminate. Great line, especially when following the part about hitting the canvas. Obviously the floor of a boxing/wrestling ring DOES give, you can stull hit it hard enough that it hurts.
