The words and melody of this song beautifully touches upon a rather delicate topic - a characteristic (perhaps, flaw) of humans. We tend to judge everyone and every situation, consciously or unconsciously; the worst judgments tend to be placed on people we love the most. People who we hold on a higher level, to higher expectations.
But who are we to judge? What capacity do we have to affect the ones we love, and to change them to act the way we expect them to act? Expect may be a poor word choice... perhaps, it's just a wish. Unfortunately, what we want from others, especially the ones we love the most - sometimes, that want just can't be satisfied. Only they can live their lives. Who are we to judge how someone else lives, just because it conflicts with our wants, our views?
In the end, we're only passing by. There's only so much we can expect, only so much we can do; there's an unfortunate, extreme sense of hopelessness

I agree with what's said above. I really like this song, i first heard it on the O.C and this song, as most of Zero 7's, is really soothing and reminds me somewhat of summer.
I'd still like to say that although there may be this extreme sense of hopelessness/helplessness, this "passing by", every individual has a purpose and the power to affect. As cliche as it is, although people come in and out of your life, although they may appear to be a blip in the grand span of your life -- they are important in that very moment of your life. and all moments shape your life.

to me, this song is about being involved with someone who acts as if the narrator is a temporary person in his life, never commits, never takes her friendship seriously, and she is basically saying bitterly/sarcastically:
"well, I guess I'm not even fit to judge you, because after all, you don't consider me more than just a passer-by in your life, right? to you, I'm here today, gone tomorrow, so I guess all of the time we've spent together, all of the years, they mean nothing, because you've never considered me an important part of your life. I have no right to complain about how you're treating me now, then, since i don't really matter in your life, anyway."
so, with all of that in mind, she's decided that continuing to fight for the relationship with this person is only causing her harm, so she's made the decision to give up...since to him, she's only "passing by," and he won't miss her when she's gone, but who is she to judge? [IMO, she has EVERY FUCKING RIGHT to judge his ass.]
